President

Bates is a 35-year employee of El Paso Electric and currently serves as its President. Most recently, Bates served as President and Chief Operating Officer. In that position, Frank Bates oversaw the generation as well as the transmission and distribution operations at El Paso Electric.
Bates graduated from New Mexico State University with a Bachelor’s of Science degree in electrical engineering. He is a registered professional engineer in Texas, and a member of the New Mexico State University Electrical Utility Management Program Advisory Committee and serves as a member representative to the Western Electricity Coordinating Council. During his career he has held a number of increasingly responsible positions with EPE including Vice President of Transmission and Distribution, Vice President of Customer Services and Vice President of Operations.
