The El Paso Electric (EPE) Board of Directors today announced promotions and organizational changes positioning the company to continue its support of economic growth in its service territory while maintaining excellent service and reliability.
Chief Executive Officer Tom Shockley said, “El Paso Electric is pleased to announce today’s changes in our leadership team. This is an important step in recognizing the contributions of these very talented managers and ensuring a successful future for the company and the communities we serve.”
“I am especially happy to announce that David Carpenter and Hector Puente, two of our Senior Vice Presidents whose skills and hard work have contributed so much to our company, are both being promoted to Executive Vice President,” Shockley said. “David and Hector will be providing me and the Board of Directors with strategic advice based on their decades of experience. In addition, reporting to me, they will lead special projects that I believe are critical to EPE’s future.”
David Carpenter has been with El Paso Electric since 2005 and has held various positions, including Senior Vice President and Chief Financial Officer (CFO), Vice President Regulatory Services and Controller, and Vice President Corporate Planning and Controller. In these positions he has successfully managed the company’s transition from rate freeze to rate regulation and played a key role in overseeing the company’s local, state and federal regulatory affairs activities.
Prior to joining EPE, David worked for American Electric Power Services Company and other AEP subsidiary companies for 27 years, holding numerous other leadership and management positions. He holds a Bachelor of Business Administration in Accounting from Texas Tech University and is a Certified Public Accountant in Texas. He is active in community organizations, including serving on the executive board of the Boy Scouts of America Yucca Council.
After being advised of the promotion Carpenter said, “EPE has a bright future and, like any company, it faces some challenges. I look forward to helping Tom and the Board overcome these for the benefit of all of our stakeholders.”
Hector Puente has been with El Paso Electric since 1980 and, for nearly 34 years, has served in numerous capacities, including Senior Vice President and Chief Operations Officer, Senior Vice President of Operations, Vice President of Transmission and Distribution, Vice President of Distribution Operations, and Vice President of Generation. Hector’s many accomplishments include helping the company successfully complete numerous major infrastructure projects, including the construction of EPE’s first new power plants in its service territory in over 40 years while maintaining an excellent safety record and achieving recognition as the most reliable investor-owned electric utility in Texas in 2011 and 2012. Hector holds a Bachelor’s of Science Degree in Electrical Engineering from the University of Texas at El Paso and is a licensed professional engineer.
In response to the promotion Puente said, “EPE must grow and change as the El Paso-Las Cruces region grows and changes. I appreciate the opportunity to work directly with Tom and the Board on the company’s strategies for our ongoing power plant and other construction projects providing for the growth and development of our community.”
Following are other promotions announced today, all of which are effective immediately:
Steve Buraczyk is promoted to Senior Vice President, Operations.
Steve has been with EPE since 1993 and has served in various capacities, including Vice President of Regulatory Affairs, Vice President of System Operations and Planning, and Vice President of Power Marketing and Fuels and Resource Delivery Planning. He holds a Bachelor of Science degree in Electrical Engineering and a Master of Business Administration degree, both from the University of Texas at El Paso. He is active in various community organizations, including serving on the Board of Directors of the Child Crisis Center of El Paso and has served on the board of the El Paso Classic Soccer League and as a team captain for the American Heart Association.
Nathan Hirschi is promoted to Senior Vice President and Chief Financial Officer.
Nathan has been with EPE since 2009 and was most recently Vice President – Controller and a member of executive management responsible for Financial Accounting, Taxation (federal, state, and local), and Financial Systems and Budgeting. He previously served as EPE’s Vice President of Special Projects. Prior to joining EPE, he was a Partner with KPMG LLP. Nathan holds a Bachelor of Science in Business Administration from the University of Arizona, with a double major in accounting and finance and is a Certified Public Accountant in both Texas and New Mexico. He is active in numerous community organizations, including Junior Achievement of the Desert Southwest and Border Swimming, Inc.
Bill Stiller is promoted to Senior Vice President, Human Resources and Customer Care.
Bill Stiller joined EPE as Vice President and Chief Human Resources Officer in January 2013. Prior to this assignment Bill worked as a Human Resources consultant and has completed assignments for corporate board and CEO clients involving HR strategy, C-level succession planning, executive assessment, transition coaching and leadership development. Bill is a Senior Human Resources executive with an extensive career at leading companies in the chemical, pharmaceutical and telecommunications industries. Prior to his consulting work, he served as Chief Human Resources Officer at Celanese, an integrated global producer of industrial and specialty chemicals. He holds a Bachelor of Science in Industrial and Labor Relations from Cornell University.
