The RightTime Energy Use Program is our new Time of Day rate plan that can help New Mexico small commercial customers lower their electric bills. With this rate plan, the price you pay for electricity changes depending on when you use it, usually lower when demand is lower, or off-peak, and higher during on-peak hours, when energy demand is higher.

How it works

With Time of Day rates, the cost of electricity is higher during on-peak hours, summer weekdays from 2 to 7 p.m. All other hours are off-peak and rates are lower. Signing up is voluntary and you can opt out at any time.

2-Period Time of Day Rate Plan

El Paso Electric’s 2-Period Time of Day rate plan provides lower rates for New Mexico small commercial customers based on the time of day and time of year you use energy. With this rate plan, there is no demand charge all year.

Time of Day Summer (June-September)

Customers pay higher rates during on-peak hours (weekdays 2 to 7 p.m.) and lower rates during off-peak hours (all other hours). The more energy use you shift away from on-peak hours, the more you could save.

Time of Day Non-Summer (October-May)

Customers pay even cheaper rates 24 hours a day.

Signing up is voluntary and you can opt out at any time. If you see a significant bill increase, you may qualify for one-month bill protection. Read all terms and conditions and look at your past energy bills to see if this plan is right for you.

The current Small General Standard Service rate is calculated based on energy consumption and not time of day. During the summer months, customers pay $0.03969 per kWh for energy and a demand charge of $18.74 per kW. For the rest of the year, customers pay $0.01158 per kWh for energy, and a demand charge of $14.01 per kW. The customer charge is $14 per month.

Definitions

A time-of-day rate is an electricity pricing plan where the cost per kilowatt-hour (kWh) changes based on when you use electricity, with lower rates during off-peak hours and higher rates during on-peak hours. Customers should shift energy use to off-peak hours to lower their electric bills.

On-peak hours are weekdays from 2 to 7 p.m. during the summer months, June–September. Off-peak hours are all other hours.

Yes! Simply log into your online account using the El Paso Electric mobile app to manage your account, see your energy use in near real-time and set up notifications like high bill alerts. When you log into your account through the El Paso Electric mobile app, you can manage your account, see your energy use in near real-time and set up notifications like high bill alerts to help you adjust your energy use and better manage your energy bills. 

Simply log into your customer account and go to your User Profile. From there, click on the Communication Preferences tab and scroll down until you see Message Preferences, where you can opt in to receive emails for weekly energy updates and high bill alerts. 

Customers can also opt in to receive text messages and email notifications for billing and outage updates.

No, the customer charge will remain $14 per month, the same as the Small General Standard Service rate plan.

A time of day rate plan is designed to reduce bills for customers who shift their energy use from on-peak hours to off-peak hours, which is the best way to see savings. Customers who use a significant amount of energy during on-peak hours will have higher electric bills under the new rate plan. 

If a customer experiences a significant  bill increase, they may qualify for a one-month bill protection provision. See Terms and Conditions for details.

Benefits

The time of day rate plan provides lower electricity rates when demand is low or off-peak. The more energy use customers shift from on-peak to off-peak hours, the more money they can save with this plan. 

Simple actions like raising your thermostat a few degrees, pre-cooling your building before on-peak hours and avoiding the use of large appliances during on-peak hours can save on electric bills. 

The time of day rate plan also helps El Paso Electric manage the grid more effectively and efficiently and prevent outages during the hottest summer months.

Yes. New Mexico small commercial customers who enroll in the new rate plan are eligible to receive a $25 gift card for signing up and another $50 gift card for completing the program, which which begins Oct. 1, 2025, and will run up to two years. Participating customers must complete a pre-program survey and a post-program survey to be eligible for the gift cards. Each survey only takes a few minutes to complete.

Opt-Out

Participation in the RightTime Energy Use Program is voluntary, and customers can request to return to their standard rate plan at any time by calling our Customer Care center at 575-523-3690. Customers who leave the RightTime Energy Use Program cannot rejoin and are no longer eligible for the second gift card. 

If a customer leaves the program due to a significant bill increase, they may qualify for a one-month bill protection provision. See Terms and Conditions for details.
