Service supplied under this rate schedule is subject to El Paso Electric’s rules and regulations filed with the New Mexico Public Regulation Commission.

Participants must have a smart meter and agree to be contacted via text and email.

Program Dates

The RightTime Energy Use Program begins Oct. 1, 2025, and will run up to two years. Participants must complete a pre-program survey to receive the initial gift card incentive and a post-program survey to receive the second gift card incentive.

Participation is Voluntary

Signing up for the RightTime Energy Use Program is voluntary and participants can switch back to the Small General Standard Service ratethe standard residential rate at any time by calling our Customer Care center at 575-523-3690. Customers who leave the RightTime Energy Use Program cannot rejoin and are no longer eligible for the second gift card.

Review Energy Use

Customers should review their past energy bills and energy use history to determine if the new rate is right for them.

One-Month Bill Protection

If the customer leaves the program due to a significant bill increase, they may qualify for a one-month bill protection provision. For the most recent billing period, El Paso Electric will return the difference between what the customer paid under the RightTime Energy Use Program and what the customer would have paid under the current effective rate they were on before joining the program. The difference will be returned to the customer in the form of a bill credit or refund.

Demand Charge Limit

To prevent substantial price spikes, El Paso Electric will set a maximum limit on the demand charge for one of the four summer months. The limit will be calculated based on the customer’s average annual energy use for the most recent calendar year.
