The RightTime Energy Use Program is our new Time of Day rate plan that can help New Mexico residential customers lower their electric bills. With this rate plan, the price you pay for electricity changes depending on when you use it, usually lower when demand is lower, or off-peak, and higher during on-peak hours, when energy demand is higher.

Super Off-Peak Time of Day Rate Plan
El Paso Electric’s Super Off-Peak Time of Day rate plan provides lower rates for New Mexico residential customers based on the time of day and time of year you use energy.
Time of Day Summer (June-September)
Customers pay higher rates during on-peak hours (weekdays 5 to 8 p.m.) and lower rates during off-peak hours (weekdays 8 p.m. to 10 a.m. and weekends 5 p.m. to 10 a.m.). Customers can get the lowest rates for electricity when demand is the lowest, or super off-peak (daily 10 a.m. to 5 p.m.). The more energy use you shift to off-peak and super off-peak hours, the more you could save.
Time of Day Non-Summer (October-May)
Customers pay even cheaper rates 24 hours a day.
Signing up is voluntary and you can opt out at any time. If you see a significant bill increase, you may qualify for one-month bill protection. Read all terms and conditions and look at your past energy bills to see if this plan is right for you.

The current standard residential rate during summer months is calculated based on a home’s energy consumption over the course of the month and not time of day. The first 600 kWh is approximately 7 cents per kWh and anything over 600 kWh is approximately 11 cents per kWh. The customer charge is the same at $7 per month. An average household typically uses around 1,000 kWh per month during summer.

Simply log into your customer account and go to your User Profile. From there, click on the Communication Preferences tab and scroll down until you see Message Preferences, where you can opt in to receive emails for weekly energy updates and high bill alerts.

Yes. New Mexico residential customers who enroll in the new rate plan are eligible to receive a $25 gift card for signing up and another $25 gift card for completing the program, which begins Oct. 1, 2025, and will run up to two years. Participating customers must complete a pre-program survey and a post-program survey to be eligible for the gift cards. Each survey only takes a few minutes to complete.
Opt-Out
Participation in the RightTime Energy Use Program is voluntary, and customers can request to return to their standard rate plan at any time by calling our Customer Care center at 575-523-3690. Customers who leave the RightTime Energy Use Program cannot rejoin and are no longer eligible for the second gift card.
