El Paso City Council incumbents Cissy Lizarraga, Peter Svarzbein win runoffs to keep seats

El Paso city Reps. Peter Svarzbein and Cecilia "Cissy" Lizarraga kept their council seats after defeating political newcomers in runoff races. In the District 1 race for West El Paso, Svarzbein tallied 64 percent of the votes, or 2,799, to defeat marketing consultant Veronica Frescas.
