Vice President, Utility Operations

As the Vice President of Utility Operations, David leads a team of over 530 employees in the company’s Utility Operations Division, which includes Power Generation and Asset Management, Distribution Construction and Maintenance, Distribution Design & Performance Improvement, Transmission and Substation Construction and Maintenance, Protection Metering & controls, Power Plant Operations and Maintenance, and Safety. El Paso Electric is a regional electric utility providing generation, transmission and distribution service to approximately 450,000 retail and wholesale customers in a 10,000 square mile area of the Rio Grande valley in west Texas and southern New Mexico.

David began his career at El Paso Electric in 2003 and has held various positions. Prior to his current position as Vice President of Utility Operations, he served as the Vice President of Energy Supply and Distribution Operations, where he led the Power Generation and Power Marketing teams, along with the Distribution Design and Distribution Maintenance and Construction teams. David has also served as the Vice President of Power Generation, Senior Director of Power Generation, Senior Director of Support Services and Supply Chain Management, Director of Support Services, and Manager of Support Services. Prior to his leadership roles, he served as a Project Manager / Business Development Analyst and as a Power Plant Operator.

David was born and raised in El Paso, Texas and served six years of active duty in the United States Navy during Operation Desert Storm and Desert Shield, among various other military operations. He holds a bachelor’s degree in Business Management and an MBA, with a concentration in Finance, both from the University of Texas El Paso. Additionally, he is a certified Project Management Professional.
