Chief Financial Officer

Robert L. Norris began working as Chief Financial Officer in 2025, bringing more than two decades of financial, operational, and strategic leadership experience in energy and infrastructure.

Prior to working at El Paso Electric, Robert worked at AMP Robotics, a leading AI-driven recycling technology company, where he served as President and Chief Financial Officer. At AMP, he led the company’s finance, capital markets, and operational scaling efforts through a period of rapid growth and commercialization, helping to expand the company’s footprint and build sustainable financial systems to support a global business.

Robert held senior finance and operating roles at several energy and infrastructure companies, including CapturePoint Solutions, where he was President and led strategic development of carbon capture and sequestration projects, and VoltaGrid, where he oversaw capital formation, corporate planning, and operational scale-up. Earlier in his career, he served as Chief Financial Officer of Legacy Reserves Inc., a publicly traded oil and gas company, where he managed capital markets activities, strategic transactions, and investor relations during a period of significant market and company transition.

Throughout his career, Robert has focused on disciplined financial stewardship, strong capital markets expertise, and the ability to bridge strategy and operations in complex, asset-intensive businesses. His leadership style emphasizes collaboration, transparency, and long-term value creation — qualities that align closely with El Paso Electric’s mission to deliver safe, reliable, and affordable energy to the communities that we serve.

Robert grew up in El Paso, went to Franklin High School and holds both a Bachelor’s degree in Economics and an MBA from the University of Texas at Austin. He and his family have deep ties to the region and look forward to contributing to the continued success and growth of El Paso Electric and the communities across west Texas and southern New Mexico.
