EPE Director Lily Bustamante Named 2025 Rising Star by Women's Energy Summit

EL PASO, Texas (August 28, 2025) – El Paso Electric (EPE) proudly announces that Lily Bustamante, Director of Transmission and Substation Engineering has been named a 2025 Rising Star by the Women’s Energy Summit (WES).

Lily was selected for the WES prestigious recognition, which celebrates the next generation of women leaders making an impact in the energy sector. Rising Star honorees are chosen for their technical expertise, leadership potential and dedication to driving progress and innovation across the industry.

Bustamante’s journey at EPE began in 2008 when she joined the company as an intern in Substation Engineering. Over the past 17 years, she has advanced through several engineering and leadership roles, ultimately overseeing several departments that are essential to the company’s energy infrastructure and long-term planning.

“Engineering is my passion,” Bustamante said. “I love solving problems and finding creative solutions. That’s what drives me every day, taking on challenges that matter and delivering results that serve our community.”

Bustamante’s career has been guided by strong mentorship and collaboration. Throughout her time at EPE, she has worked alongside leaders who challenged and supported her, helping her grow through each phase of her career. She also credits her team’s trust and dedication as a driving force behind her development as a leader.

“Lily’s recognition as a Rising Star is a reflection of her leadership, expertise and commitment to excellence,” said Kelly Tomblin, President and CEO of EPE. “Her contributions to enhancing our grid infrastructure play a vital role in advancing our community and our industry. Bustamante attended the Rising Star Forum on August 25 and the Women’s Energy Summit in Chicago, Illinois, where she joined a distinguished network of women dedicated to transforming the energy sector for the better.

About Women's Energy Summit and Rising Star Forum

Since its inception in 2014, WES has served as a platform for senior women leaders to discuss pertinent energy issues, including how to “move the needle forward” and advance women in this industry. In order to highlight up-and-coming women in the energy sector, the second WES in 2015 included a separate program geared towards recognizing “Rising Stars”. A distinguished group of nearly 193 women have been recognized as Rising Stars since 2015.
