Omar A. Gallegos

Omar Gallegos, Vice President of Energy Delivery, is responsible for T&D planning, engineering, construction, and maintenance. This includes long-term planning to ensure our ability to meet our regions’ growth and compliance with North America Electric Reliability requirements. Omar also oversees the project management of infrastructure construction projections including the interconnection of energy resources. Additionally, he is also responsible for customer service connections. Finally, he is responsible for the maintenance of T&D infrastructure and facilities to provide safe and reliable service for our customers and community. 

Omar began his career at El Paso Electric in 2009 as a Real-Time Scheduler at System Operations and obtained his NERC System Operator Certification. Omar worked in EPE’s System Operations Control Center in next-day and real-time operation of EPE’s transmission system. In 2010, he joined the Corporate Development Department and was assigned Project Manager for several of EPE’s solar projects and also served as Project Manager for the Rio Grande 9 and Montana Power Station Ancillary Services (e.g. transmission interconnection, distribution back-up supply, communications for SCADA/EMS telemetry, environmental CEMS and support of construction project management). In this role, Omar was responsible for coordinating various EPE departments in support of the Power Generation construction projects. Additional responsibilities included new technology evaluation, business case analysis and process improvements. In 2013, he returned to System Operations as Outage Coordinator with responsibility for coordination of outages and switching with internal departments, neighboring utilities and PEAKRC. Omar was selected as Manager of Asset Management Services in 2014, which is a support department for T&D Operations. Responsibilities included T&D project management, capital budget, O&M Budget and establishment of a TSR asset management maintenance department. In his role, he also supports T&D process improvement and strategic planning for execution of capital projects. Omar was promoted to Director Resource Planning and Management in 2016, which was responsible for EPE’s generation resource planning and management to meet load requirements reliably and efficiently. The Resource Planning department is responsible for planning and securing resources to meet future load forecast requirements and EPE’s obligation to serve. Responsibilities also included management of EPE’s Renewable Portfolio and Integrated Resources Plan. The Resource Management department is responsible for the long-term, short-term and real-time utilization and management of EPE energy resources to meet load requirements reliably and efficiently.

Previously, Omar served as Supervisor of Project Engineering and Program Management at Delphi Automotive Systems. He was responsible for new product development and project management activities to meet corporate and customer requirements. He was also responsible for new business pursuits and associated costing activities for competitive bidding.

Omar holds a Bachelor of Science in Mechanical Engineering and a Masters in Business Administration from the University of Texas at El Paso. Omar also obtained a Graduate Certificate in Public Utility Regulation and Economics from New Mexico State University. Omar completed the Executive Course in 2019 from the University of Idaho Energy. He also completed in 2023 from the Center for Creative Leadership – Leading at the Peak.
